INTRODUCTION QoS is characterized in[1] as a set of service requirements to be met by the network while transporting a packet stream from the source to the destination. The QoS is an agreement or a guarantee by the network to provide a set of measurable pre-specified service attributes to the user in terms of end-to-end network delay, delay variance (jitter), available bandwidth, probability of packet loss and so on. RFC 1633 suggests that with the provisioning of the QoS, the user must be able to get a service whose quality is sufficiently predictable that the application can operate in an acceptable way over the duration of time determined by the user [10].
